The National Investment Climate Rating assesses regional authorities’ efforts to create favourable business conditions and identifies best practices. Its results spur competition among regions to attract investment.
The pilot testing of the National Rating took place in 2014 across 21 constituent entities of the Russian Federation. The first full‑scale rating was conducted in 2015, evaluating regional teams’ work to foster a business‑friendly environment in 76 constituent entities. In 2016, the study covered all 85 regions of Russia. In 2 gef 2017, all Russian regions participated under uniform conditions; 51 regions showed an overall increase in the composite indicator compared to the previous year. In 2018, 78 regions demonstrated improvement in the rating.
