Estimation of Ugra demographic indicators following the results of 2018 allows for the conclusion that there is significant potential in the autonomous okrug to achieve the indicators of national objectives set in the Decree of the President of the Russian Federation dated May 7, 2018.
Ugra is one of the most urbanized okrugs of the Russian Federation, the share of the urban population is 92.3% (Russian Federation – 74.3%, Ural Federal District – 81.3%).
The proportion of the population of Ugra in the population of Russia is 1.1% and corresponds to the 28th position among the constituent entities of the Russian Federation.
The average age of Ugra citizens at the beginning of 2018 was 34.9 years old, which was 4.9 years less than the average age of the Russian citizens (39.8 years old).
In the population, the proportion of persons younger than working age is 23.2%, which is 4.6% higher than the average within the Russian Federation (18.6%). The share of the working age population is 61.2 %, which is 5.2% higher than within the Russian Federation (56.0%). The share of citizens older than working age is 15.6%, which is 1.6 times lower than the average within the Russian Federation (25.4%).
The autonomous okrug is included in the top ten leading constituent entities of the Russian Federation with the best birth rates. Every day 60 babies are born in Ugra. High absolute birth rates are ensured by the application of innovative methods in medicine, inclusion of the mother and child health protection as priorities in all strategic planning documents.
Among the leading constituent entities of the Russian Federation with the best indicators, according to the rate of natural increase, Ugra is the 6th. Natural population increase is observed in all municipal formations of the autonomous okrug, the highest result in the following cities: Surgut, Nizhnevartovsk, Khanty-Mansiysk, Surgut and Nefteyugansk districts.
The measures taken in Ugra in the field of health development allow maintaining the mortality rate at around 6.2 per 1,000 people. The autonomous okrug is included in five best okrugs of the country with the lowest mortality rate.
An important achievement is ensuring performance of the Decree of the President of the Russian Federation No. 606 “On measures to implement the demographic policy in the Russian Federation” dated May 7, 2012, to increase life expectancy at birth up to 74 years. In Ugra, its value is fixed at 74.3 years (Russian Federation – 72.9 years).
Positive results of demographic development are provided by a set of measures, which includes measures of social support for families, employment, health care, education, housebuilding development.
In 2018, the Decade of Childhood started in Russia. Plan of the main activities for 2018 – 2020 is implemented in Ugra, they are aimed at development of the infrastructure of childhood, promotion and maintenance of family values, improvement of medical care and formation of the foundations for a healthy lifestyle, development of a system of protection and safeguard of the children rights and interests.
Ugra is the place of comfortable living not only according to assessment of statistical indicators, but also in the opinion of residents. According to the opinion polls of the Russian citizens, Khanty-Mansiysk (9th place) was included in the top ten cities by comfort living, and 3 cities of Ugra were included in top 20: Kogalym (15th place), Surgut (17th place), Nizhnevartovsk (19th place).
